During the '70s, countries in the Southern Cone suffered military dictatorships, which broke the constitutional order and used the State's public force against citizens. On March 24, 1976, when dictatorship was established in Argentina, the practice of forced disappearance was turned into a systematic method applied massively. One of the specific characteristics of Argentine State Terrorism was the appropriation of the abducted children and the keeping in captivity of pregnant women until the birth of their babies.

These women continue missing; their children were deprived of their identity, their family and their history. The human rights organizations, which for 25 years have been demanding truth and justice, presented a project to create a place for remembrance and homage overlooking the Río de la Plata. A park with sculptures and a monument with the names of those missing and murdered. Supported by the legislators of the Ciudad Autónoma de Buenos Aires, the initiative was enacted law on July 21, 1996.
